Prime Minister Narendra Modi will inaugurate the newly-constructed Kartavya Bhavan-03 at Kartavya Path in the national capital on Wednesday at 12:15 PM, followed by a public address at 6:30 PM, according to an official statement from the Prime Minister’s Office (PMO).
The new facility is a landmark step in the transformation of the Central Vista and is the first of several Common Central Secretariat buildings aimed at enhancing administrative efficiency and fostering integrated governance.
Kartavya Bhavan-03 is designed to consolidate multiple ministries that currently operate from ageing and scattered buildings like Shastri Bhawan, Krishi Bhawan, Udyog Bhawan, and Nirman Bhawan—structures dating back to the 1950s-70s. These older buildings are not only outdated but also incur high maintenance costs.
The newly built office complex spans approximately 1.5 lakh square meters across two basements and seven levels. It will house the offices of key ministries and departments including:
- Ministry of Home Affairs
- Ministry of External Affairs
- Ministry of Rural Development
- Ministry of MSME
- Department of Personnel & Training (DoPT)
- Ministry of Petroleum & Natural Gas
- Office of the Principal Scientific Adviser (PSA)
The infrastructure boasts IT-ready and secure workspaces, ID card-based access, integrated surveillance systems, and a centralised command centre, enabling a future-ready and secure work environment for government functioning.
Kartavya Bhavan-03 is also a model of green and energy-efficient construction, targeting a GRIHA-4 sustainability rating. Key eco-features include:
- Double-glazed glass facades for better insulation
- Rooftop solar panels generating over 5.34 lakh units of electricity annually
- Solar water heating covering 25% of daily requirements
- Rainwater harvesting and zero-discharge wastewater reuse
- In-house solid waste management and use of recycled materials
- Electric vehicle charging stations
- Energy-saving systems like smart lifts, motion-sensor lighting, and LED fixtures
With features that cut energy usage by nearly 30%, Kartavya Bhavan-03 exemplifies the government’s push for sustainable infrastructure and modern administrative reforms.
The inauguration is expected to mark a major milestone in the ongoing redevelopment of Delhi’s central administrative zone and further the vision of a streamlined, sustainable, and digitally empowered governance ecosystem.
